So, it's perfectly fine to characterize all cops as "donut eating thugs", eh? Does that mean that we should likewise characterize all homeless people as lazy freeloaders? All black people as criminals? All people who disagree with you as assholes? If so, there's no point in any dialog between any two people.
In fact, the police in the Tenderloin are among the hardest working -- and frustrated -- I've ever seen. I've lived in SF for 21 years, and I've spent many of those in the Tenderloin. While it's true that the police don't respond aggressively to certain crimes (those that they know the DA will refuse to prosecute), they have saved the day many times when I've needed them, and they have for my neighbors as well.
The truth is that the SFPD is understaffed by about 200 officers. The residents of the Tenderloin have been asking for more beat cops for years now, but Daly has refused to do anything about it, just as he's objected to putting surveillance cameras into the worst areas. Mayor Newsom has found $2.5 million in supplementary funding for beat cops, but Daly (who chairs the budget committee) refuses to release the funding. He claims that the existing cops should walk beats. But as the Chief of Police pointed out, the resources are already stretched so thin that every cop on the sidewalk would result in slower responses to 911 calls.
